Hongkong, 20th. January, 1913.
I have the honour to inform you that on the 3rd. of
January a meeting was held at the Chinese restaurant Hang Fa Lau of members of each District (Chinese) Society in the Colony to elect members to go to Peking to take part in the election of a representative of Chinese residing in Hongkong in the Chinese Senate.
The meeting was convened by anonymous notice but the first speaker said that "The Governor-General of Canton requests the Chinese of Hongkong to form a General Chamber of Commerce or Bureau for the collection of voluntary Subscriptions". It was suggested that this Central Society should elect the representatives to go to Peking for the purpose indicated.
It is scarcely necessary for me to point out that if the action referred to was taken as alleged at the instance of the Tutu a grave breach of international etiquette has been committed. The Hong- -kong Government is unwilling to believe that the intention has been to violate the usages of civilized nations and would be glad to learn what the real explanation of this matter is.
